1、制度管理

1)领导干部盯岗制度。2)岗前培训教育制度。3)班前交底制度。4)作业前预备会制度。

2、设备管理

1)设备选择

a起重设备满足构件的外形尺寸、重量、安装位置及吊车安置地点客观因素影响等。

b考虑起吊工程量、工作面及施工进度要求。

c施工现场情况：要满足吊车安置。

d起重机的技术性能：起重量、作业半径和起吊高度。

2)设备检验：

a进场前检查起重设备的年度检测状况是否良好，必须保证设备处于良好状态。

b使用前检查有关安全装置的使用功能状况是否良好：

缓冲器：用来减缓起重机运行到终点可能出现挡止时的冲击。

限制器：包括行程限制器，吊钩起升高度限制器，起重臂杆回转角度限制器，起重量限制器，起重力矩限制器等。

制动装置：其作用为支持、停驶、下降三种情况，即保持不动，使运动中的机构以一定减速停下来;制动力与重力平衡，使重物恒速下降。

幅度指示器：起重臂上都装有幅度指示器，当变幅时，发送装置将动臂不断改变的位置发送给接收装置，这样臂架的幅度变化就可显示出来，并指示各幅度下的额定起重量。

3、安全操作培训管理

1)操作人员(包括起重司机，起重工)有专业工种操作上岗证，且年度审核手续齐全。

2)定期对现场指挥人员、专业工种操作人员、附属操作人员进行起重作业技术知识的讲解和施工安全操作注意事项的讲解。

4、监督和检查管理

1)日常检查

a施工技术：按照施组中的安全技术措施，对施工中的安全技术问题进行日常检查，按照分部、分项工程的安全技术交底，对安全实施情况进行日常检查。

b现场安全员及机械工程师：对现场起重操作进行全过程监控，对安全操作情况及机电设备，车辆的安全防护装置和保险装置进行日常安全检查，对操作者进行按章操作的日常安全检查。

c安检工程师：经常深入现场，对安全生产情况进行日常安全检查，对事故隐患，不安全因素进行日常安全检查，提出改进意见和整改措施，落实到作业班组和每个操作者。

d操作者：经常自查遵章守纪、按章操作情况。自检对劳动保护用品爱护、保养情况，有不正常使用的要立即改正。

2)专业性检查

每旬、月、季安检部门会同机物、技术部门对起重设备、操作人员等进行专业性检查，然后针对检查出的问题制定劳动保护、安全技术措施并及时进行整改，必要时予以停工。
